It's simple: 650px by 250px is FUCKING HUGE. That, and the FUCKING HUGE 200px by 220px avatars.
You don't need more than this. Above, it just becomes a pain. It takes longer to load, it takes too much space, and it's just obnoxious.
You gotta realize that you're lucky to be able to put such FUCKING HUGE pictures as your avatars and signatures. Some forums don't even allow avatars and sigs.

Protip: A jpeg at maximum quality can be less that half the size of a png of the same image with no discernible difference
