IIRC, there's some cultures with a tradition of having each person bring a dish to share in the reception, and even the bride and groom are expected to have their own plate. Usually, the dishes have some special meaning, either the same plate they made for their own wedding, a plate they shared with one of the couple, a family plate, etc. It's supposed to show that they support the wedding by sharing something deeply personal of theirs on the wedding day.
I believe Irish weddings do this a lot too, and not bringing a dish is an insult.
However, in modern times, they're usually expected just to bring a little something. The rest of the reception still has catering, so the collective mass of people don't have to feed themselves, basically. Sometimes this is considered what the bride and groom brought to the reception, or maybe the parents if that's who is providing the food/cheddar.
And chances are, this is just a shitty poor reception that's informing people that there's not food there for them.
