Law enforcement officials told NBC News that authorities talked at length to a 20-year-old Saudi man who is in the United States on a valid student visa. He was seen running from the blast area, had burns and was questioned for hours in a Boston hospital.
It was his apartment building, in the Boston suburb of Revere, that police and federal agents searched overnight. Officials cautioned that the man may turn out to have been an innocent bystander and said it was too early to know.

Isn't that like the most common way to try and poison officials? Did the sender really think it would work?

Someone (likely the same person) also tried to poison a senator with the same method.
And it never works because if you're an important person your mail is checked for anything dangerous and you probably have people who read it and respond for you anyway.
