Life isn't fair, least of all for the kittens I set on fire this morning. But it would have been cruel to let them live after they saw what I did to their mother.

Different markets.
Japan exclusives, sort of like Fire Emblem was until Super Smash Bros. Melee, where Marth and Roy gained extreme popularity. On the other hand, Ness and Lucas suck.
