No, if it is part of her education contract then that's when she seeks legal help. Her options alone won't do anything, but a lawyer can bring it before civil court and get it changed.

No, but the collar (choker) is very pretty.
It's not so much armour as it is cybernetic bondage.
And the style of the armour is significant to the character's origins - it's not an arbitrary choice.

I went to the same kind of school as everyone else - i.e. not a private school that my parents had to pay extra for.
I've never known a school to try and pull that kind of thing here in the UK - maybe our schools are more tightly regulated by our government or something.
