I have never found an appropriate way to ask someone "Are you mentally handicapped in some way or are you just an asshole?"

People with mental handicaps who are considerate do their best to hide them unless they absolutely can not at all. (I should know)
I reckon he just has a habit of talking to himself.

He's having a "giggle-fit"
and not the good kind.
It's kinda like watching him have sporadic mini-seizures in which he giggles while flailing in his chair.
There was this animation student at my university who used to spend the majority of the day watching the 80's Transformers cartoons on YouTube, either in the computer labs or the library.
He was wearing headphones, so nobody could hear the cartoons, so this would've been okay... except he couldn't help himself from 'acting out' the cartoons as they were happening on-screen.
Srsly.
While other people are trying to focus on work he's re-enacting 80's cartoons, or cheering along/shouting "YOU GO MAN!"
Really.

I hate how my mother keeps saying that my fingernails are making it hard for me to use my hands when not only did they not get in the way, but now that she made me clip them, I do have trouble using my hands.
