It could be fake - surely all he needed to do was to copy his own sister's handwriting (seeing as they've been together all their lives it shouldn't be too hard). If I'm not being cynical than wow, that really is good revenge.

Beer is illegal for Minors, Malum. If the guy had it it was perfectly reasonable for her to snitch.

And of course, Underage Sex is just as illegal, so he's justified in reporting her as well.
