He's got that weird alien parasite/symbiote hat... thing, goes about his missions with some gals Captain Kirk would approve of.
He uses multiple tools on land phases, flies an assortment of spacecraft and, although you can't see in the provided image, his pants are black. Also the irises of parasite-hats eyes

He has a hat, his belt appears to be black, he is quite fond of boats and thus can likely drive one himself, and as a naval commander he has a variety of weapons aboard his fleet under his command, which serve as his backup.

Not sure how much this will skirt it, but... Wes from Pokemon Colosseum.

He's the protag, uses sunglasses as headgear (like a Digimon protag would use goggles), has a partner Rui, has a snagging machine on his arm and a PDA for messages along with all of the Pokemon he can use, drives a hover motorcycle... thing, and wears black pants and boots.
