SPERG is good on subsequent playthroughs, as it fixes a lot of problems with leveling (namely making damage increases a function of weapons and perks alone and not tying them to your skill levels) and makes specialization a lot more rewarding than base game.

I don't think it actually has steam cloud support, and I've never had to nuke everything so I have no clue.

There's a program called Undertale Save Manager that I use to replay boss fights (namely MTT and Sans) that has an option to completely 100% nuke your save file and all associated hidden files that may pop up.

Undertale is better than OoT anyway. Maybe not as good as some of the ones that lost to it, but against OoT I would absolutely vote Undertale.
