It actually does apply. The entire idea is that he's taken existing characters from fiction, and written new stories with them. I've recently figured out how to earn mountains of XP:
-Use those double XP tokens from the Mountain Dew and Doritos promotion
-Go into Spartan Ops matchmaking on Legendary
-Play the Chapter through to the end
-Receive about 15,000 XP per match
