Probably because reviving them from fossils gives them lingering characteristics of a rock-type as a side-effect. If the next prehistoric pokemon were trapped in ice, reviving them would probably make them ice-types.

And catch a Mareep below Violet City to help with Falkner, and then catch a Wooper on your way to Azalea Town, and with those three Pokemon you will be able to beat anything. My only problem with the type is that they have limited movepools and are really tough to train: I can't quickly level up when I only have powder and drain attacks.

Guys, I loathe Button too, but you can't exactly attack her for having opinions about grass-types. If she thinks Leafeon and a few others represent the type best, then that's fine, who cares. Out of all the things she's said, this is the least annoying. I also do not like grass-types except for Tort...

Just caught a level 40 Tentacruel on my poison run. Unfortunately, it has Liquid Ooze, which totally sucks, so I may keep hunting for another one.
